Take a 5x5 pixel image, transparent. Zoom in all the way. Take a black 1 px pencil. And draw a line across it diagonally. Then choose edit-->define pattern. I think it's under edit. There's also define brush under there if you make brushes.

zmac, download this. http://venus.walagata.com/w/chooby/Choobys_patterns.pat That's a pack of about 50 different patterns (including the scanlines you wanted). I'll PM you the instructions on how to use them in PS, since they're kind of long. I guess I'll add that link to the Resources thread too.
