Program for cutting outlines

I need a program that does what the 'magic wand' does in photoshop, but it also needs to be free.
Does anyone know of any programs that can do this?

I need it to cut outlines from pictures like this:

So how is GIMP compared to photoshop? Might as well see wtf that is.

Use the pen tool in Photoshop and cut it yourself.

zoom in using photoshop, like 400x and cut it.

Yeh I dont have PS so I cant use that. Ive been trying to do it at school with PS, and its been pretty easy. I thought it would take longer so I wouldnt have time to do it at school, but its pretty quick (Y)
