I just brush, then Ctrl-click the layer to select it and go to Transform>Rotate>Rotate Selection or whatever to spin it whichever way I want.

Nah, that would mirror every photo and text as well. What Cable Guy said should do.

You can have them randomly rotate by going into Brushes --> Shape Dynamics...
