Usergroups?

What is that little tab up there labeled "Usergroups"?
It says that there are no usergroups when I click on it, what are they? :?:

Sometimes forums have groups for different things... like for instance there'd be an "Admin" group, "Moderators" group etc... it's usually for huge forums that have alot of mods or multiple admins. It just makes the forums look neater I guess, like instead of having all of the individual mod names next to a forum it has "Moderators".

It also allows the admin to assign certain permissions to a group of people, such as the ability to view or post in a forum thus allowing you to have private/restricted forums.
