Usually the Lakers were a team to put up that kind of risky deals. With them dropping to #7 in this year's draft and Love's ambitions to get to a winning team, the Lakers' odds are bad.
As for the Bulls I'm not sure what they have to put on the table to get him. They'd have to get rid of Boozer which is likely to happen. They'd still owe Taj too much money to have him coming of the bench for 15 minutes, so they play either Love and Taj together or trade him.
As old Celtics addict Sauru already mentioned, it wouldn't make much sense to sign Love before they pick their new franchise player.
Personally I'd like to see Love with Golden State as a David Lee replacement.
