I think he was trying to clean up the league. He thought the Lakers didnt give up enough to get CP3 and saving assets for Dwight Howard.
Imagine if these deal has been completed, Dwight and CP3 to the Lakers? It means NBA Lockout #3 under Stern's Belt.

3. How is giving up Pau and Odom NOT enough? thats 2 of their 4 best players and they were keeping the one who cant stay on a court
