No, this isn't a patch.
I was wondering why he's allowed to wear that goofy sleeve of his with the adidas logo. Doesn't the NBA have a rule that accessories on court should only have the NBA logo on it?

I was wondering just the same thing. Normally all the accessories worn on court should only have the NBA logo on it and not the brand logo.
I gave this a quick try on google but haven't found anything on my first go plus I'm too exhausted to do anymore googling so I'll just wait til someone with knowledge post here.

Or the NBA has been so affected by the economy that they're allowing this now.

I'm quite sure I saw that sleeve on josh Smith as well. If more players start wearing it the NBA will probably take some action against it.

It does seem like the kind of thing the NBA usually cracks down on with their dress code and their regulations on logos and designs on bands and the like. adidas is the official provider of all NBA apparel though, so perhaps that's why they're making an exception.
