My only problem is that if Songaila is suspended, then this needs to be a suspension too!

The obvious and simple answer to that is preferential treatment afforded to star players in the league, but the difference between that play and the incident with Songaila is that in the case of the latter, there was a moment between the initial contact and foul call and Songaila hitting LeBron in the face. Perhaps the league interpreted it as a moment of deliberation and did make it look less accidental, no matter what Songaila's intentions actually were.

Beyond that, preferential treatment would seem to come into play and the Wizards had drawn a lot of attention to themselves throughout the series with other incidents, all leading to Songaila being the guy to take the fall so that the league could demonstrate they did not want things to get out of hand.
