00 is not banned. Tag and Haywood both wear 00 (Arenas wears 0, neat that they allow both 0 and 00 on the same team).

Haywood's number changes every year because the team adds new players and disrespects him. He has worn 00 before.
It's not banned.
Numbers above 55 are restricted to special permission because it's a pain in the butt for the refs.
