I don't really know what he's talking about... but it might refer to US laws regarding marijuana use.
For example American imports who play here and are found to have traces of marijuana in their blood during drug tests are allowed a 45-day grace to get it out of their system.
Other countries, of course have stricter penalties as opposed to the US. So, if, for example a player from the US and, say, Puerto Rico is found to have used marijuana the PR player might be suspended by the governing sports body in Puerto Rico while the US player might not be.
Just a thought since I'm trying to understand this thread.
