That's two different things. Any ten year span is a "decade" so 1990-1999 is a decade named "the 90s" but it contains one year from the 198th decade and nine years from the 199th decade.
Now, in the NBA we commonly start this decade with 2000-2001 ending with 2009-2010 because the season straddles two years.
