The first one is somewhat difficult to answer.

The most accurate answer is probably "nowhere near returning to the NBA". There was talk that his former teammate Isiah Thomas would bring him back, but that was speculation by Rodman and his associates, not Thomas or the Pacers.
Isaiah Rider had a few good years in the league IMHO. Definitely another case of lack of commitment on the court and issue off the court ruining what could have been a better than average NBA career. He wore out his welcome due to his attitude and behaviour, not through diminished skills. I guess you could say he lived up to the expectations as far as the evolution and development of his game, but I think he was expected (by most) to sustain that level of performance (and usefulness) for much longer than he did (9 seasons).
You can check out Muggsy's career stats [urlhttp://www.nba.com/playerfile/muggsy_bogues/]here[/url]. Random stat: In 889 games, standing only 5'3", Muggsy blocked 39 shots. I'd kinda like to see all 39 of those blocks as a highlight reel.
