Is it possible to move legends players to the NBA teams. I know it's not possible via the game itself, but can it be done using DB Commander? I've tried to do it using DB Commander, but I've had no luck so far. I'm just wondering if I'm just doing something wrong or I'm just waisting my time on something that can't be done.

Actually, it is possible without any DBF editing. Just toggle the Free Agent pool to the Legends pool when you're signing players (must be done outside Franchise/Season Mode) and you can sign them to an NBA team.

I can't figure out how to move legends to the free agent pool outside of the franchise and season modes. I've tried to do it through the trading option, but I just get a message that says that Legends can't be moved from the trading pool to the free agent pool and vice versa.

I did this just recently with MJ. I also changed the value ISHISTORIC to False. If you don't I don't think they ever retire and you can't move them freely in the game. I edited him so he is 88 overall and after 2-3 seasons he retires around 78-80 I think. Seems pretty realistic to me.

Correct, if you don't touch the ISHISTORIC value you'll run into issues with the game handling them differently to regular players.

I moved legends players to the NBA teams in NBA Live 2001, 2003... Is there a way to do this in NBA Live 2000 ?

Yes. From memory, it's basically the same procedure as in NBA Live 2001 and NBA Live 2003. In the free agent signing menu, toggle the Free Agent Pool to the Legends Pool.
