Talk about NBA Live 95-2002 here.

Is it just me, or is there a bug in this version? It seems to me that the skill levels of teams (ie scoring, defense, etc) are reversed in game. Very consistently, I almost always lose when the opposing team has an overall skill level of one ball, and vice versa when it has three balls. I tend to miss stupidly easy shots (wide open, close to the basket) far more often when supposedly the opposing team is unskilled.

Since it been such a long time, I may be wrong but I think it functions as a handicap indicator. More balls, you increase the handicap, the higher the handicap means the more sucky you are at playing so the AI makes it easier for you.

If there was such a bug, it didn't seem to affect any of the other versions of the game to the best of my recollection. The number of basketballs (or stars, in some versions) indicated a team's strengths, with the greater number of basketballs/stars reflecting a stronger team.
More likely, it's due to the fact that while it's a classic, NBA Live 95 is nowhere near as advanced as its successors and many of the teams played similar styles, with a few players always putting up huge numbers which made some teams more of a threat than they should have been given their roster at the time.
The other possibility is that you have CPU Assistance enabled. That will cause you to miss easy shots and give the CPU superhuman abilities so that they can catch up and keep the game close in an effort to keep things challenging. I've always preferred to play with that option off since it doesn't help realism and tends to be more frustrating than useful.

I'd say that CPU Assist must be ON. I use to play CPU Assist OFF & Shot Control USER.
NBA Live '95 was the greatest basketball game ever, mostly due to it's pioneer status....

That's the funny thing about the early games in the series. They had their issues and the scores/stats weren't always realistic yet they were a lot of fun. Perhaps it was simply because they offered us a chance to take control of NBA players and create our own reality and the games did have their own nifty features and an atmosphere that I think is missing in later releases. Or perhaps as games and hardware have become more advanced, we expect more sophistication in our gaming experiences.
