NBA 99 on XP

I have tried to run NBA99 on XP, but the game portion of the program runs as if it was being played in slow motion. I do have a copy of NBA Live 2003 which runs fine, but I don't like the fact that I can't set both teams to CPU control like in NBA 99.

Does anyone know of a fix for running NBA 99 on XP? All the functions run well except for the actual game.
