Questions re: the Rookie Draft

Are there "steals" in the rookie draft?
i.e.> Is it possible for a player with a "very limited" chance of developing to actually develop into a star?

well, if i were you i will not going to place my team as an underdog. it's better not to pick a draft with "very limited" development status.

i tried it before, but i failed to make it a star.
it's tough for a player and as well as for the user to compete, it can't deliver.

I dont know about "very limited" but ive had good this one player who was limited who started as 62 ovrl and got to 72 ovrl which is prety good considering
