1) Navigate to your NBA 2K16 userdata folder in C:\Program Files (x86)\Steam\userdata\xxxxxxxx\370240\local (where 'xxxxxxxx' is an 8 digit random number).
2) Delete your SYNC.BIN file.
3) If you are running an anti-virus scanning program, ensure that your "local' folder in step 1 above has been whitelisted (or you can disable it entirely at your own risk). The game's folder under "C:\Program Files (x86)\Steam\steamapps\common\NBA 2K16" should be whitelisted as well.
4) Reboot the game and allow it to idle for some time as updates are re-downloaded; don't dismiss the dialog (this may take some time if the connection between our servers and you is not optimal).
