MyGM Question (upgrades)

Hey quick question. I always thought that using GM upgrades were a bit of a cheat that gave the users an advantage that the CPU did not have. Well now I'm in Team Training Focus in my MyGM and notice that the game gives a grade to my Training Facilities based on how many I own.
My first question is are the training facilities utilized by the CPU teams? My 2nd question is do the training facilities play a part in free agents opinions on your Team Operations?
They make sense as things that some teams should have and some should not. Like should I always equip the Weight Room, Private Team Plane, etc.? Does the CPU have access to these upgrades?
