Trade Negotiation Difficulty

Does anybody know what the effect of the Trade Negotiation Difficulty setting actually is?

I've been doing some testing and as far as I can tell, there's no difference between 1-99. I've always been big on using the Trade Finder to find the framework of a deal and go from there. So far all of the offers have been the same quality if not identical using all difficulty levels. Ie. at both 1 and 99, Bulls were willing to accept Michael Carter-Williams and a first-rounder for Derrick Rose.

Using the Propose trade on a setting of 1 and then 99, I offered Jason Richardson to the Bucks for Jabari Parker, both times they countered with exact same offer:

My expectation would be that on a setting of 1, they might counter asking for a few more players to make it only slightly lopsided. I'd then expect on a setting of 99, they would counter asking for 2 future firsts and Michael Carter-Williams if not flatly refuse.
