Hmm, I don't have any other things in the queue but I just checked my Steamapps folder and it looks like stuff is being created in my "downloading" folder right now. Think it's working?

Downloading at 1.5MB/s It took me around 8 hours, I just set it overnight however, so it may have taken less.

No, they couldn't, the unlock is basically automatic.

Steam's modern format compresses (most) everything to shrink your download sizes. Now it's basically extracting a 41GB .7z to the 50GB or whatever the full game is going to be.

The way around this would have been to make you download more and then just unpack the base files. Which is what games that are about 1/10th the size do.

You'd have to do all this even if you hadn't preloaded the game.

Basically, in a preload, Steam encrypts the files to prevent people from playing the game early. Once the release date of a game comes around, steam will then decrypt the files allowing those who preloaded the ability to play the game. This has nothing to do with internet connection as the files are already on your system, all Steam has to do is decrypt 40GB+ to allow you to play.
