i second that recommendation to get the one generation older of the higher line
but i will add for people who are not aware of it.. dont go too far back and as you said.. take something from the x50 series and up
for example dont buy an gtx 380 now because we said the x80 would make it better than a 470 or 550 or 660 thats not how it works
the gtx 3xx series doesnt support Directx11 and for a "next gen" Game you will need Directx11 support for certain!!
the same thing with Radeons
look out for Directx11 and to be safe 2gb of internal Ram
Yup you're right. Although there is no GTX 3XX series as from what I remember they went from GTX 2XX to GTX 4XX. You're right to suggest people not to buy GPUs that are DX10 and below. DX11 will be necessary.

If you compare the E8500 to a Phenom II x4 920 (Same as the Phenom II x4 B25 except .1GHz more) on Ananadtech it shows that the E8500 performs a little bit better in games. The problem is that the games they benchmarked are older games that may have only utilized 2-cores to begin with. In that case the E8500 has a higher clock rate and better architecture so it would perform better (games like left4dead, crysis war head, far cry 2). For slightly newer games Crysis 2, and Mafia II they performed similarly. My conclusion is that for older games keeping your E8500. But what your interested is in the best performance for playing NBA 2K15. It's safe to say that all newer games will utilize at least 4 cores and probably up to 8 cores now. From what I saw a Phenom II X4 will probably get approximately 10 FPS more than an E8500 on Crysis 3.
As for GPU I suggest you keep looking through eBay or like crazy_me_87 suggested check with your friends. I'm part of a lower middle class family yet I have given away 2-3 basic gaming desktops to my younger brother's friends with my spare parts. I'm out of spare parts now though which makes me sad. I will keep my eyes open on eBay for you though. Best for you too look yourself though. I would love to recommend something like a 4850/70 but the trend for current games are to stay DX11 with no support for DX10 or 9.

Your CPU will be good enough. The issue is with your GPU as it's a entry level video card. I can see you playing at no high than a medium setting with little chance of a smooth 60FPS. I can't really give you a solid FPS estimate as I'm not a computer program.

When you say 300 watts, Do you mean you only have a 300W power supply? Because if that is the case I think you definitely need a new PSU. Luckily you can get a 500W for around $20-$25. I think you also need around $100 to upgrade your video card. GTX 750 is around $100-$125. I'm a nVidia guy so I wouldn't know what AMD card to recommend. But if you do get a new CPU/Motherboard, AMD gives you more bang for your buck.

Alright if you have a 366W Power Supply then it's most likely your power supply does not have any 6Pin or 8Pin power plug/input for higher powered Video Cards. If NBA 2K15 turns out to be DX11(.2) Only then you're only choices are AMD Radeon HD 7750 and NVIDIA Geforce GT 640/645/GTX 750/750 Ti. If you're budget stays at ~$50 a used 7750 will be the best upgrade you may find. Out of the GPU I listed the 750 Ti would be the strongest but most expensive.

I think you are in pretty good shape. My CPU is a little faster than yours and your GPU is a little faster than mine. I don't think either one of us are going to have any problems playing.
