how to create account with 2k network?

hi guys,
i have the problem that i can start the game only when steam is in offline mode. when steam is online, my game crashes instantly after hitting the play button (or exe file). attached you will find the crash report.
i think because of this i have never received the "create account" dialogue ingame, which means i cannot register/connect to the 2k network at all. Is there any way to create an account manually outside of the game?
