Hello, Is there a way to replicate the shot meter from nba 2k18 ps3 verison onto the nba 2k14 pc verison. I'm curious because nba 2k18 on the ps3 verison is literally nba 2k14 but with updated rosters, ui, and different modes. If there's a way share the mod

Highly unlikely, as those mechanics simply don't exist in NBA 2K14 PC. While NBA 2K18 for PS3/360 is built on the same engine, the game was still re-written with new code every year, including when the shot meter was added in NBA 2K15. It isn't just a matter of changing a texture or swapping in an animation file that can be recognised by the older game.
I'm leery of declaring it to be absolutely impossible because there are some creative and clever people in the community, and the more that knowledgeable folks reverse-engineer games, the more possibilities open up. However, it seems to me that someone would have to find a way to simulate the shot meter mechanics with the shooting mechanics that are in NBA 2K14, so it'd be very much a makeshift version of the shot meter. Something to keep in mind for anyone looking to dive deeper into trying to mod the inner workings of NBA 2K14, but for now, there's no mod like that, and I'm not certain that it would be particularly feasible.

Oh ok, is there a way they could copy the code and use on nba 2k14?

Nope. Programming doesn't work that way. You can't copy bits of one game and past them into another like that.

oh, nvm them, but hopefully in the future someone would a create shot meter mod
