How to make advanced custom title screens.

I have seen them around the place and especially for the new NBA 2K titlescreens.
I want to know how to make a title screen with that one DDS file instead of the other way.
I have the DDS File created with the englishbootup.iff file but its not working.
Anyone know how to do this?
