Is UBR dead?

I never downloaded it and wanted to experience the hype around it. Is it dead? Links don't seem to work anymore, just curious if author is still working on updating it and where to find the actual downloads.

I don't believe HAWK23 is actively working on any new updates, but he hasn't been around to confirm either way and the site is currently down. Fortunately, as RetroFuture noted, there are some mirror links in the short term.
