Sliders question

I've been looking into my sliders, and I have a dilemma I hope someone can solve for me...
In the Foul sliders section, when I adjust let's say shooting foul in user tab, does the frequency number (60 for an example) relate to calling fouls in favour or against user? Same goes around for AI...
