Tutorial Needed for Creating Custom Jerseys

Would anybody here be willing to put together a tutorial for me on how to create and make your own jerseys, edit them etc? I'm looking to help and participate in the March Madness Mod, but I really need help on learning how to edit, create and make college uniforms using the mod tool and GIMP or Photoshop. A step by step would be really appreciated.
