3DM Tool Problem. Help Please?

Hey guys, if anyone knows any possible way to fix this error, help would be sooooo much appreciated. Ive been googling and trying to find a fix for 2 days and still havent found a way that works. I am willing to do anything including reinstall windows which i have done 3 times in the last two days but im not sure how to completely wipe everything from my computer when installing windows 7 with an ISO. If anyone knows how to do that with an ISO I would love to know, or if you know how to fix this. Anyway here is the error:
