3dm tool problem

i cannot open now my mod tool because i format my pc to be prepared in 2k15 i was unable to open the 3dm tool when i opening it it always says the application unable to start correctly (0xc000007b). Click OK to close the application tha'ts why im stop making dornas i don't know what is the problem hope you can help i only change my operating system from old 32 bit to 64 bit because nba 2k15 will not work on 32 bit system hope you can help me to continue my project......

Also have you downloaded the latest 64bit java and etc? If it doesn't run, try to open it with the adminstrative privileges
