NBA 2K14 Major Lag?

I need help with major lag I've experienced ever since I bought the game for PC. My PC isn't a gaming computer, so do I have to state my processor etc.?
When I'm playing, I can't seem to get my FPS over 15, I'm pretty sure that's the number. I've tried playing on the lowest resolutions, but it still lags quite a bit. Any tips or fixes? Thank you.

Yes, it would help if you provide your specs.
If it isn't a gaming PC, and doesn't have powerful enough hardware to run the game properly, then poor performance isn't a mystery. The solution to that problem is to get a better computer, or upgrade the one you have if possible.
