Can't import draft class in Association with "Today"

Anyone else notice it doesn't ask you if you want to import a draft class if you select start association from "Today" rather than "Beginning of season"? Instead, it gives you some random generated draft class in year one by default. Did this happen right after the season ended and playoffs started or has it always been like this? I remember in 2k13 you could still import a draft class in year one of association choosing to start from "Today". If not, is there any workaround to this? Thanks.
