Signature Skills Glitch Question

Are level 3 signature skills like Finisher still glitched in this game? Has anyone tried bumping the sig skills to 3 without loss in performance?

afaik one of the developer insights addressed that issue so it might have been fixed.

That's what I think too. And that's why I don't max out my signature skills yet.
