I need GM's for my Sim League or ideas to simulate GMs?

I'm running my own sim league w/ 20 teams and spectating games on PC. I thought maybe I could get 20 people to play GM for the teams (draft, trade, set lineups) for teams. Or if anyone has done something similar, how did you "simulate" the GM decision making?
