I wanna make a like fix trades for a roster how do l do it do i need a program??

You can move players around in the game. External editing can be done using the NBA 2K13 Roster Editor, available in our Downloads section. Please see the Tutorials section, in particular JaoSming's stickied thread, for more information about roster editing.
