Talk about NBA 2K13 here.

My PC:
AMD Athlon 64 X2 Dual Core 6000+
4GB of ram
Radeon HD 7750 1GB GDDR5
I play nba on maximum settings and i have some lag. It dissapears when i set player graphics to low. Isn't my pc strong enough to run those moving jerseys...?? Maybe i need to change some settings in Amd vision engine control center?

I have the same CPU and the short answer is no it wont run well.
You need to set "player" in graphics settings to "low" ... it will still look good anyway but no clothing physics, the engine renders this via CPU and dual cores dont like it.
BTW as your system is similar I posted all the tweaks I did to this game for max fps (apart from clothing physics, nothing I tried would stop a mass FPS loss with that on no matter what things I tried). Here:

Omg, where have you been earlier? I bought a new video card ( this posted radeon) just for no reason...

I would contact 2K support. They are pretty slow with web requests, so I would call them.

Unsure what 2k can do to be honest, its most def to do with dual core CPU, I experience the exact same problem, im getting 65/70 fps now using a higher res 1600x1200 since changing monitor which is even MORE than before, but, no matter what I set in lowering all other graphics, setting process to high, vsync on & off and testing, closing other software, and lowering all res, and with every tweak I have tried, you switch on clothing physics and it wipes out 30fps in a heart beat on a dual core.
You have the exact same cpu as me. Its CPU load that's the issue not GPU. I tried setting nvidia physics to force to GPU and it doesn't use that so it makes no difference, you can gain minimal fps but always get that staggering lag.
You haven't bought a Gcard for no reason it will be beneficial for boosting graphics look, and other games but this engine seems to base its physics purely on CPU. For example I have Batman Arkham City that used full Nvidia Physics and even on my GPU & CPU I get good fps rates and that's full of Physics. Its all down to the engine for the game.
In the long run its always best to get a quad CPU chip for these things.
IN all honesty I dont even miss the physics, graphically with mode this game looks like art, and with animations and courts/reflections and so on, it becomes a side issue really.
I guess we could say that this game could be better optimised for these things though.

With ENBseries I get also some lag...
