My 3dm 2k mod tool isnt working

I just bought a new computer its windows 8 and I downloaded 3dm nba mod tool and it wont work when I click to open it and now I don't have a way to put cyberfaces into nba 2k13 because of that. if anybody can help me out I would appreciate that.. thank you
