NBA 2K13 RUNNING ON 1-3 FPS!

I don't know how to embed a YouTube video. So, here's my NBA 2K13 running VERY SLOW! I benchmarked it using Fraps and it ran only 1-3fps. Which really sucks!
I can play other games smoothly like far cray3 ,pes 13, Assassin's Creed III, hitman on High Settings. But this problem is only for my NBA 2K13

Here are my PC Specs :

amd dual core cpu 6000+ 3,00ghz
4gb ram
nvidia gforce 9600
win7

Yes my PC Specs are more than recommended I think, not the strongest PC I know but it can handle high-end games decently.. and oh I can play NBA 2k13 smoothly in the past few days and this happened! I turned off my antivirus, still the same, I disabled my internet connection, still the same. I reinstalled my graphics driver, still the same, I already reinstalled NBA 2K13 for like 10x, still the same results! So help guise!
All of my drivers are updated to the latest version.

Restart your computer? If your drivers crash during a session, it will slow down gameplay a lot.
