If you want a new PC which can last for some years without upgrades here's the minimum requirements I believe it should have:
Windows 7/8
Quad-Core or Dual-Core Intel CPU @2.6GHz (if you prefer AMD processors add 0.2GHz)
4GB DDR3 RAM @1333MHz
500 GB HDD @5400rpm (I would prefer 2 HDDs. One packed with the OS and any programs you use and the other one for your music,pics,downloads etc. This way you don't need to backup anything for a format, except maybe some game saves or special files/programs)
A GDDR5 graphics card with GPU @ 800MHz and 1GB RAM @ 4000MHz.
Everything above those specifications is fine for some years to come.
On the other hand you can always use your old PC for older games and surfing and get a console for new titles. The main disadvantages of a console are the lack of mods, the inability to make hardware upgrades and that this generation of consoles will be surpassed by a new one next season. The advantages are you won't bother yourself with lags, graphics problems & settings and you'll pay much less.
If you choose to buy a console there's a couple thing to consider too. XBox 360 costs less, its games costs less, online gaming needs paid subscription and it doesn't play Blu-ray discs. PS3 costs more, its game costs more, online gaming is free and it supports Blu-ray. You should also keep in mind to check the console-exclusive titles.
