We'd need to identify why you're getting such a low framerate in the first place. Any other information you could provide about the situation - your system's specs, the settings you're playing on, whether you have any mods installed, anything else about your PC that could possibly provide some clues - would help out in that regard.

start with controlling your graphics settings with your control progam( ati catalyst or nvidia)
