Can I edit the staff contracts?

Hello, new here. Just purchased the PC version of NBA 2k12 and I'm trying to get into a Raptors association. I want to hire new staff, but my NBA scout is making 8 million a year, ruining my staff budget. Is there a way to edit how much he makes? It's hard to hire anyone with a negative budget
