EDIT: Ok ... I have experimented a little. I downloaded Version 9.8 of the rosters, both injured and uninjured. In the injured version, Chris Paul has a rating of 96, David West is injured and has a rating of 51. In 9.8 "Uninjured", Chris Paul has a rating of 94, David West is injured and has a rating of 47.
I also downloaded the 9.7 uninjured version, there David West is indeed uninjured, as is Rudy Gay, as is Yao Ming.
So there might be something wrong with the 9.8 uninjured file.

make sure Living Rosters are turned off...re-install a Fresh Version of the Rosters (v9.8x)...load the UA Rosters you want to use when you start up the game
