Does any one know if I can use the NBA 2k9 IFF Editor Beta 9.exe to edit NBA2k11 IFF files??? 
If not , any tools can allow me to edit all the IFF files?

yes, as can the jersey editor and the mod tool. both are stickied in the releases forum and there are mod tool tutorials in the tutorials section
