Can Anybody explain to me what is this for (see picture),, can I use this attributes to upgrade some of my players?

How? even in association mode?

I believe it's My Player/Creating a Legend only.

You can use it on your players in association mode.Just edit their shoes.though not all players' shoes can be edited due to brand contracts.

Ah OK, I stand corrected.

Hmmm...go to option->my jordan shoes-> click shoes-> pick a player so they can equip it.

And I do believe that it will also increase their attributes.
