4 gamepads on 1 pc

is there any way to use 4 gamepads on 1 pc?
i can only use 3 gamepads and 1 keyboard
in the player profile creation menu, only 3 gamepads and 1 keyboard are shown
is there any way around this?

I currently have 5 connected. 1 wired 360, 1 wireless, keyboard, and then 2 virtual joysticks. so i dont think there is a limit. since i have played a game with 5 users.
