Spanish League and Intercontinental League

We have two leagues.
Spanish league:

necessary a little span language for play, trade...
Intercontinental league:
Spain, France, Latvia, German, UK, Italy, EEUU Players.
I want create a international webpage to game play in league. but i have a problem, my english is poor, i think that have many players but we are lost in end leagues that never finish...VOTE FOR INTERCONTINENTAL LEAGUE.

In other words.... i want create a international league in many languages. This league would have sections(English Section, Spa Section, German Section...) in this sections ONE Admin TWO Moderators check that all is well and functional to play.
rules in games...Minimum 5 games for week..
