I'm just going to edit a player who have a very slight chance of making it into make career or any game

For example, I'm going to just go in free agency and pick maybe the worst player, and edit him to look as I want

just take any normal headshape, use the 3d tool to edit it, then just give it the same number you assign the my player as in this tool

Yes, i tried it, but i can't change the hair.
I've created an player, on REditor, it says that the "Portr/CF ID" its 3030. But, i didnt find any file with that ID.

pick a player with the same hair as yours and edit the headshape in 3ds max...
