PC frame rate issue (Windows 7)

Hi, I recently been playing NBA 2k10 on PC just fine on windows XP. I just updated my OS to windows 7 32-bit and now frame rates are unbearable ONLY during games and practice scrimmages. Everything else runs fine and I play on medium to low settings. I can do shootaround practice, and even play 5 on 5 nba blacktop games perfectly. But I have an issue with games and scrimmages, which run at like 1-2 fps. I have edited the config.cfg to help the frame rates. I don't know what is wrong, maybe my laptop can't handle certain game modes since installing windows 7?

Here are the specs, nothing spectacular but it ran 2k10 fine on XP:

Windows 7 32-bit
Memory on the laptop is fine, reformatted with new OS and just reinstalled 2k10.
