2k9 or 2k10 on single core computers?

Dude Im playing this game at 1080P at all high settings yet im only getting 35 fps
BTW, the lower the resolution, the faster the FPS will be
And my current resolution is like 1920 X 1080

That's because you have the resolution too high. Play at a lower resolution and you'll gt a higher FPS.
