Where are you from?
Maybe people here can help with the problem by isolating certain factors that will remedy the situation.
The info that we can only base right now are:
Vista 32-bit
DVD copy

Try extracting the program first then set the compatibility mode to windows xp

I tried googling your problem and only one came up regarding a problem installing the game with Vista as OS, and his was a scratched disc.
It seems to me that most VIsta users can perfectly install it though they do have issues afterwards with the game crashing to the desktop or not running as smoothly as they want, at least they can install it. Yours maybe a rare case.

I have the exact same problem, on Vista 32-bit as well, which couldn't be solved by making changes to the setup.ini file after saving the DVD image as an ISO file. Downloaded so many .NET Framework packages and none of them worked. I even tried the 'slipstream' installation method for .NET 1.1 but it did not work as well. I finally decided to do a clean Windows 7 install, and still the .NET 1.1 would not work, but the modifying the setup.ini method worked in Windows 7.
p.s. I emailed techsupport and they asked for DxDiag and some other file. But when I told them of my workaround method they just replied "glad you can play your game now, enjoy." And this was when I specifically asked them to help diagnose my problem because I do not really like the ISO method. No reason, personal preference.

any other solutions? reinstalling OS is a total overhaul. it will be my last resort
