The FIFA and PES modding communities are pretty big and dedicated along with some very talented programmers.
I think an easier way would be possible if someone figured out how the game loads files from official updates, like the Oklahoma City jerseys from last year, or the players from Dynamic DNA updates, although I am referring to Live, it's still the same concept. Those files are "signed" by Microsoft, so one would have to figure that out, too.
It's way too involved, and I would rather see the developers include more modding features in the game itself, since that would simplify the process, even though it would be limited. 2ksports already added a feature for custom arena music, so you can tell they are paying attention. Next steps would have to be custom cyberfaces and jerseys, and tattoos.
